KissJAV is a free video-sharing site focused on Asian amateur and Japanese adult videos, and its terms say both registered and unregistered visitors can watch. In testing, pages loaded at a reasonable speed with no visible ads, pop-ups or pre-roll video ads, and the layout worked well on phones. Note that the address now redirects to a different domain, and the menu shows VIP-style sections whose terms we could not find.
